Add ghee in a pan, add cumin seeds, and crackle it.
Now add chopped onion and sauté till it becomes translucent.
Add garlic chutney and sauté it for 2 minutes.
Then add chopped green chili, capsicum, tomatoes, and salt and mix well. Add salt and cook tomatoes till it becomes soft and mushy.
Then add turmeric powder and pav bhaji masala. Cook all spices on low flame.
Cook masala till oil separates from the sides of the masala.
Add rava dhokla in masala and mix well.
Switch off the gas, and add lemon juice and coriander leaves. Mix well
Sprinkle some sev on tawa masala dhokla. Serve.
